2015年12月30號，埃及貿(mào)工部出臺新規(guī)定，對埃及出口商品的生產(chǎn)廠商需在埃及進出口控制總局（goeic）注冊。未完成注冊的廠商，埃海關將對其產(chǎn)品不予放行。新規(guī)定將在出臺后兩個月（2016年3月1日）正式生效。
注冊須由生產(chǎn)廠商的法定代表人、品牌所有者或前兩者的法定委托人完成。注冊所需資料如下：
1、生產(chǎn)商營業(yè)執(zhí)照復印件；
2、法人實體及經(jīng)營范圍證件；
3、生產(chǎn)商自有品牌及其代理或授權(quán)的品牌信息；
4、工廠申請并獲得的質(zhì)量監(jiān)管認證、符合環(huán)境標準和國際勞工組織公約的證明、以及國際實驗室認可合作組織（ilac）的認證；
5、同意接受埃方技術(shù)團組對工廠安全生產(chǎn)和環(huán)境標準進行核查。
需注冊的商品清單如下：
零售奶制品；零售水果罐頭及果干；零售食用油及油脂；零售的巧克力及其他含可可類食品；糖類；面食；零售果汁；純凈水、礦泉水及汽水；化妝品、護膚品、牙齒護理品、除臭劑、洗浴用品、香水；零售肥皂、香皂類清潔用品；地面覆蓋產(chǎn)品；餐具和廚具；浴缸、洗手臺、馬桶；衛(wèi)生紙、化妝紙、尿不濕；瓷磚；玻璃材質(zhì)的桌子；軍工鐵具；爐具、炸鍋、空調(diào)、風扇、洗衣機、攪拌器、熱水器等家電；家具及辦公家具；自行車、摩托車及電動車；鐘表；家用照明設備；兒童玩具。
新規(guī)還規(guī)定，裝運單據(jù)（提單、發(fā)票、產(chǎn)地證等）必須由出口商銀行直接交給進口商銀行，不可交給進口商或通過出口商遞交給進口商銀行，否則將被拒收。
比如，網(wǎng)友左岸清純提問：“埃及進口出現(xiàn)最新政策，清關資料不能由賣方直接寄給買方，需要由賣方銀行寄給買方銀行，但是打電話給我們的開戶行，匯豐銀行說沒有這類服務，請問誰有遇到過，需要怎么操作呢？”
網(wǎng)友lenawang1314回復：“我們工廠在縣里，縣銀行不做這個業(yè)務，我把單據(jù)給我們市銀行，市銀行以他們的名義寄給國外客戶銀行?，F(xiàn)在客戶收到單據(jù)了，但是他們銀行說不行，必須得是出口商的開戶行寄單據(jù)，昨天以我們公司名義給客戶出了份聲明，說明寄單據(jù)銀行與開戶行屬于一個銀行，只是不同的分行，現(xiàn)在等待客戶反饋?！?br>
建議大家可以了解一下d/p付款方式。
對該政策的解讀如下：

3. shipment documents must transfer from
exporter bank to importer bank direct (the bank which importer company transfer

sent to importer office nor via supplier to importer bank, otherwise it will be
refused.
提單發(fā)票產(chǎn)地證等必須通過大陸（或者香港）收款銀行交目的國銀行。由貨主直接寄給買家或者買家銀行的文件都會被拒收。
